Description:
The Tank Project Manager position will be responsible for managing API 653 tank turnaround projects for refinery and midstream assets for the Tank Center of Excellence (TCOE) in the Northwest region, stationed either [TBD]. The position consists of managing the execution of tank integrity projects, while working with stakeholders to complete projects in a safe, quick, and cost-efficient manner. This position reports to the Sr. Manager, Northwest Tank Project Management.
Responsibilities include:
- Lead employees in safety. Perform >6 field safety surveys per quarter.
- Develop a Site Specific Safety Plan (SSSP) for each project, in coordination with the construction and safety team.
- Support company safety initiatives.
- Follow TCOE processes for managing and executing tank projects.
- Encourage employees to be safety leaders and to disseminate safety information to field personnel.
- Meet with contractor management regularly to discuss project safety.
- Attend JSA meetings to support field personnel and establish a management presence at the meetings.
- Manage personnel to complete tank integrity projects.
- Develop high quality execution plans, prior to tank coming out of service.
- Target >90% adherence to the TCOE front-end loading timeline.
- Develop project cost estimates, and review and approve project budgets.
- Develop and maintain detailed Gannt chart schedules (i.e. MS Project) for tank projects.
- Deliver on promised schedule dates.
- Target finish >80% of tank projects on time (baseline at AFE vs. +/- 2 weeks of actual).
- Identify schedule and cost savings initiatives
- Track continuous improvement initiatives
- Facilitate a monthly tank team meeting with all tanks stakeholders.
- Support the timely and accurate submission of accruals and forecasting
- Target monthly forecasting within +/-20% accuracy (month actual cost vs. latest forecast for that month).
- Lead the development and approvals of tank hydrotest plans, as applicable.
- Support ongoing projects by making site visits to review progress.
- Adapt to frequent changes in project direction.
- Identify opportunities to improve efficiencies and to optimize procedures within the group.
- Understand the goals of strategic initiatives.
- Build and maintain strong relationships with management, employees, contractors, and stakeholders.
- Effectively communicate through strong written and oral correspondence.
- Employ sound judgment in the decision-making process.
- Review and update monthly leadership report (developed and submitted by others).
- Attend quarterly tank project health check meetings (attend >2/year in person).
- Legally authorized to work in the job posting country.
- 5 or more years of experience in engineering, construction, and operations.
- 5 or more years of project management experience.
- Bachelor’s degree in engineering (preferably mechanical engineering), or 10+ years’ experience managing projects.
- 5 or more years of project management experience in oil refineries.
- 5 or more years of experience working with commercial, business development, pipelines, and terminals.
- Proficient in Microsoft Project or Primavera P6 scheduling software.
- Proficient in SAP and Microsoft Office computer applications.
- API 653 certification.
