Description:
The HSE Inspector is responsible for providing continuous on-site health, safety, and environmental oversight for pipeline construction activities. This role ensures compliance with all applicable safety regulations, company standards, and project-specific requirements, while proactively identifying and mitigating risks to personnel, equipment, and the environment.
Essential duties and responsibilities:
- Provide continuous on-site health, safety, and environmental (HSE) oversight for all pipeline construction activities.
- Monitor and enforce compliance with the Health & Safety Plan (HASP), Contractor Safety Manual, and all applicable OSHA, federal, state, and local regulations.
- Review and verify daily Job Safety Analyses (JSAs) to ensure all identified hazards are properly addressed and mitigation measures are implemented.
- Conduct daily permit-to-work compliance checks, ensuring all required permits (e.g., hot work, excavation, confined space, lockout/tagout) are properly issued, documented, and followed.
- Perform routine and targeted field safety inspections and audits across all active work fronts.
- Identify unsafe conditions and behaviors; implement and track corrective actions to ensure hazard mitigation and compliance.
- Exercise stop-work authority when imminent hazards or unsafe conditions are identified.
- Monitor and support environmental compliance, including spill prevention, waste management, and erosion/sediment control measures.
- Conduct risk assessments to evaluate hazards associated with labor, equipment, materials, and construction methods in accordance with the organization's standards.
- Maintain full awareness of contractor schedules, work fronts, and daily activities to ensure proper safety coverage and coordination.
- Prepare and maintain accurate daily reports, inspection records, audit findings, and incident documentation.
- Assist in incident and near-miss investigations, including data collection, root cause identification, and corrective action recommendations.
- Promote a strong safety culture by actively engaging with field personnel, reinforcing safe work practices, and participating in safety meetings and toolbox talks.
- Support regulatory compliance efforts and assist in ensuring project alignment with environmental and safety requirements.
- Coordinate with project management, contractors, and other stakeholders to ensure safe and efficient execution of work activities.
- Remain on-site during scheduled work hours and provide consistent HSE coverage aligned with the project schedule
Education:
- High school diploma or equivalent skills and experience.
- Minimum of 3 years prior experience or similar background.
- Good record of safe work practices.
- Ability to complete work assignments with minimal supervision in an acceptable time frame.
- Assimilates concerns and priorities from all stakeholders to come up with acceptable and workable strategies and actions.
- Ability to write clearly and concisely for different types of audiences, deliver a presentation clearly and persuasively.
- Ability to recognize, research and resolve gaps identified in the company EHS process.
- Must possess and maintain a valid driver’s license and a driving record satisfactory to the Company and its insurers.
- May be required to achieve and maintain certifications as required to perform job duties.
- Intermediate computer skills (knowledge of MS Office, various operating systems and other company software).
- Intermediate math skills (addition, subtraction, multiplication, division, fractions, decimals.
- Excellent verbal and written communication skills.
- Customer focus.
- Must be able to work with a team, take direction from supervisor(s), adhere to required work schedules, and follow work rules.

- Job level commensurate with experience and skill sets; position will be filled depending on the qualifications, experience, and skillsets of the successful candidate.
- Must be able to sit for prolonged periods of time.
- The employee is regularly required to use hands to type, finger, handle, or feel.
- The employee is required to talk and hear.
- The employee is frequently required to stand and reach with hands and arms.
- The employee is occasionally required to walk and climb or balance.
- The employee must regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
- May be required to carry a cell phone and be available to respond during working and non-working hours.
- Up to 60% regional travel is required.
- The successful candidate will be required to clear a drug screen and a complete background check, including a credit report for certain positions, after an offer has been extended and prior to being employed
Above the minimum requirements; not required but advantageous in this position:
- Certifications such as SSH, CSHO, SHEP, or similar Safety Certification or OSHA 510, 511 or above.
