Description:
The Project Manager, Construction is responsible for the overall planning, execution, monitoring, and successful delivery of utility-scale solar photovoltaic (PV) projects from Notice to Proceed (NTP) through Commercial Operation Date (COD). The role serves as the owner's representative and primary point of coordination among PV module supplier, EPC contractors, engineers, consultants, utilities, certain regulatory agencies, and internal stakeholders to ensure projects are completed safely, on schedule, within budget, and in compliance with contractual and technical requirements.
The position requires the candidate to be a self-starter, a strong leader with good communication skills, commercial acumen, and technical understanding of renewable energy construction. The ability to manage complex, multi-party infrastructure projects is key.
The person holding this position will be based in The Woodlands, TX, and will require, at times frequent, overnight travel to project locations, partners, customers, and contractors.
This position reports directly to VP, Asset Management and Associate Director, Commercial Operations.
Primary Duties and Responsibilities:
- Lead utility-scale solar projects from late-stage development through financial close, construction, commissioning, COD, and project turnover to operations.
- Support negotiation and execution of the EPC contract and other major project agreements, coordinating technical, commercial, and financing workstreams to satisfy financing conditions precedent and achieve financial close.
- Manage all aspects of project delivery, including scope, schedule, budget, quality, risk, and overall project performance.
- Oversee project execution through Company’s Owner’s Engineer/Construction Management consultant, ensuring EPC contractor performance and compliance with project scope, schedule, budget, quality, safety, and contractual requirements.
- Monitor project budgets, approve contractor payment applications, forecast capital expenditures, and identify opportunities for cost optimization and value engineering..
- Administer major project contracts, including EPC, equipment supply, engineering, interconnection, and other key project agreements, while managing change orders, commercial issues, claims, and contract compliance.
- In coordination with Owner’s Engineer/Construction Management Consultant, promote a strong safety culture and ensure compliance with company policies, OSHA regulations, and project quality standards.
- Prepare executive-level reports on project status, schedule, budget, risks, and mitigation strategies, escalating critical issues as appropriate.
- Support financing, due diligence, acquisitions, and project closeout activities as required.
Related Experience:
- 7–15+ years of project management experience in energy or infrastructure construction.
- Minimum 5 years of experience managing utility-scale solar, battery energy storage (BESS), transmission, or power generation projects.
- Experience overseeing EPC contracts exceeding $100 million value preferred.
- Demonstrated success delivering projects from NTP through COD
- Experience with developing and monitoring budgets
- Familiarity with business operations principles
- Utility-scale solar PV design and construction
- EPC contracting structures and project delivery methods
- High-voltage substations, transmission interconnections, and utility coordination
- Construction scheduling software, e.g., Primavera P6 and/or Microsoft Project
- Budget management, forecasting, and project controls.
- Commissioning and performance testing processes
- Demonstrated success delivering projects from NTP through COD
- Strong leadership and team management skills
- Excellent negotiation and contract management capabilities.
- Ability to establish and manage priorities while meeting deadlines
- Strong analytical, and written and verbal communication skills with an ability to present complex information in a clear and concise manner
- Good organizational skills with keen attention to detail
- Strong work ethic coupled with the highest level of personal integrity
- Awareness of cross-cultural differences
- Proficiency with Microsoft Office Suite and project management software (preferred)
- Bachelor’s degree in Engineering, Construction Management, Project Management, or related technical field.
- Certifications/Licenses: PMP certification preferred
- Ability to lift up to 20 pounds, required to sit for extended periods while performing job duties, frequently operates standard office machines with hands and eyes.
- The position is in Company’s office in The Woodlands, TX and will require sometimes frequent (25-75%) travel and occasional extended hours during critical construction, commissioning, and project closeout activities.
- The candidate needs to be able to work in outdoor construction environments.
