Job Description

Field Mechanical QA

Location: Houston, Tx

Description:

Provide onsite quality oversight for mechanical construction, equipment installation, piping, pressure testing, mechanical completion, final system walkdowns, punch list management, and turnover readiness activities. Verify compliance with contract plans, specifications, approved procedures, Company standards, and the Project Construction Quality Plan through inspections, testing verification, records reviews, documentation reviews, Procore tracking, and quality surveillance activities.
 
Verify compliance with mechanical construction, equipment installation, testing, documentation, and turnover requirements through onsite quality oversight. Conduct QA/QC assessments, coordinate and document inspections and testing, administer nonconformance procedures, manage punch list items, use Procore for deficiency tracking, and support project quality objectives through construction, pre-commissioning, commissioning, startup, and turnover.
 
Roles & Responsibility Overview:
  • Verify compliance with mechanical construction, piping, equipment installation, pressure testing, and turnover-related contract requirements.
  • Provide onsite quality oversight through periodic QA/QC assessments.
  • Generate quality reports throughout construction, pre-commissioning, and commissioning activities.
  • Coordinate required inspections and testing activities.
  • Review mechanical inspection and testing results.
  • Maintain quality records associated with inspections and testing.
  • Execute and document quality inspections and tests.
  • Administer Nonconformance procedures at the construction level and ensure timely resolution.
  • Act as the onsite champion for the Construction Quality Plan.
  • Collaborate with Construction Management, Quality Management, and Commissioning personnel to ensure adherence to Project Execution Quality requirements.
  • Verify technician qualifications, certifications, Operator Qualifications, and training records as applicable to assigned work.
  • Verify calibration records for testing and inspection equipment.
  • Review Pressure Test Plans and Pressure Test Packages.
  • Witness pressure testing, mechanical testing, equipment checks, final inspections, and commissioning-related activities when practical.
  • Review testing records and documentation to verify compliance with specifications, approved procedures, and project requirements.
  • Lead and participate in final system walkdowns to verify construction, testing, documentation, and turnover readiness requirements have been satisfied.
  • Develop, manage, maintain, and close punch list items associated with construction, testing, commissioning, startup, and turnover activities.
  • Utilize Procore and other approved documentation systems to track deficiencies, punch list items, inspections, testing records, turnover documentation, and project quality records.
  • Coordinate punch list resolution activities between Construction, Commissioning, Operations, Contractors, Vendors, and Engineering.
  • Verify punch list items are documented, corrected, and closed prior to advancement of turnover, startup, and commissioning milestones.
  • Review turnover documentation supporting Ready for Pre-Commissioning, Mechanical Completion, commissioning, and final turnover activities.
  • Support inspection and verification of hold points, witness points, and turnover milestones.
  • Verify documentation is traceable, verifiable, and complete prior to turnover milestones.

Preferred Qualifications & Certifications:
  • High school diploma or equivalent.
  • 5+ years of mechanical, piping, equipment installation, facility construction, commissioning, startup, inspection, or related industrial construction experience.
  • OSHA 30.
  • CPR / First Aid / AED
  • Applicable Operator Qualifications.
  • API 1169.
  • AWS CWI.
  • AMPP / NACE Coating Inspector.
  • ISO 9001 Internal Auditor.
  • Experience with PHMSA-regulated construction projects.
  • Experience with pressure testing, piping installation, equipment installation, coatings, welding, NDE records, construction records, and turnover documentation.
  • Experience with final system walkdowns, punch list management, mechanical completion, turnover readiness, and Procore or similar project tracking systems.

Role Authorities:
  • Possess the authority and responsibility to halt any activity that appears to be out of compliance with the construction contract, drawings, specifications, approved procedures, or Construction and Quality Management expectations.
  • Conduct inspections, audits, assessments, records reviews, testing reviews, walkdowns, and turnover readiness reviews.
  • Lead and document final system walkdowns.
  • Create, assign, track, and verify closure of punch list items.
  • Verify qualifications, certifications, testing records, calibration records, and turnover documentation.
  • Document findings and administer nonconformance procedures at the construction level.
  • Require correction of deficiencies impacting commissioning readiness, turnover readiness, startup activities, or project quality requirements.
  • Recommend corrective action when testing, mechanical completion, commissioning, turnover, or documentation requirements are not satisfied.
  • Escalate quality, technical, documentation, punch list, and turnover concerns to Quality and Construction leadership.
  • Recommend that systems not proceed to turnover, commissioning, startup, or acceptance when deficiencies remain unresolved or required documentation is incomplete.
