Position Summary
Seeking a highly motivated Regulatory Compliance Engineer to support the execution of the Commonwealth LNG Project from the Houston Home Office. This position is responsible for ensuring engineering and project activities are developed in accordance with applicable federal, state, and local regulations, permit conditions, and project specifications throughout the Engineering, Procurement, Construction, Commissioning, and Start-Up (EPC) phases.
The Regulatory Compliance Engineer serves as the interface between Engineering disciplines, Project Management, Construction, Quality, Environmental, and Operations teams to ensure regulatory requirements are incorporated into project deliverables and that commitments made to regulatory agencies are effectively implemented and maintained.
Essential Responsibilities
- Support implementation and execution of the project’s regulatory compliance program during EPC project development.
- Review engineering deliverables to ensure compliance with applicable codes, standards, permit requirements, and regulatory commitments.
- Coordinate with Process, Mechanical, Electrical, Instrumentation, Civil/Structural, and Piping Engineering disciplines to ensure regulatory requirements are incorporated into the documents.
- Develop Implementation packages for demonstrating compliance to the FERC Order conditions.
- Assist with development and submittal of technical information packages to regulatory agencies, including the Federal Energy Regulatory Commission (FERC), Pipeline and Hazardous Materials Safety Administration (PHMSA), and U.S. Coast Guard (USCG).
- Participate in Management of Change (MOC) activities and evaluate design changes for regulatory impacts.
- Review project specifications, procedures, calculations, drawings, and vendor documents for regulatory compliance.
- Support implementation of permit conditions and regulatory commitments during engineering and construction execution.
- Interface with Construction Management and site personnel to address regulatory issues and support resolution of field compliance concerns.
- Assist with preparation for federal, state, and local audits, inspections, and regulatory reviews.
- Maintain regulatory documentation and support project records management activities.
- Monitor changes to applicable regulations, codes, and industry standards and assess impacts to project execution.
- Participate in commissioning and startup readiness activities to verify compliance with regulatory requirements and permit obligations.
- Provide technical support for responses to regulatory agency inquiries and requests for information.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor of Science degree in Mechanical, Chemical, Civil, Electrical, or related Engineering discipline from an accredited university.
- Minimum 8 years of experience in LNG, natural gas, petrochemical, refinery, pipeline, or energy infrastructure projects.
- Previous experience supporting EPC projects during engineering and construction phases.
- Familiarity with LNG export facility regulations and industry standards, including:
- 49 CFR Part 193
- 33 CFR Part 127
- NFPA 59A
- ASME B31.3
- ASME Section VIII
- API Standards
- OSHA regulations
- NEC and applicable electrical codes
- Working knowledge of regulatory agencies and permitting requirements, including:
- Federal Energy Regulatory Commission (FERC)
- Pipeline and Hazardous Materials Safety Administration (PHMSA)
- U.S. Coast Guard (USCG)
- Environmental Protection Agency (EPA)
- U.S. Army Corps of Engineers
- State and local agencies
- Ability to read and interpret:

- Experience with LNG export terminal projects and FERC-regulated facilities.
- Knowledge of FERC Order conditions, Environmental Conditions Compliance Plans, and regulatory commitment tracking.
- Familiarity with Process Safety Management (PSM) and Management of Change (MOC) programs.
- Experience working with EPC contractors and multidisciplinary engineering organizations.
- Experience with document management systems and engineering databases.
