IT Project Manager III

Location: Tulsa, OK

Description


IT Project Manager III is responsible for the overall coordination, status reporting and stability of project-oriented work efforts, and for establishing and implementing project management processes and methodologies for the IT comm The unity, so that projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. This position manages multiple large, complex projects with significant impact to the enterprise. The role tracks key project milestones and assists Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities for using IT to achieve the goals of the enterprise. The IT Project Manager III negotiates directly with senior line-of-business sponsors, leads cross-functional teams and vendors, and is a recognized practitioner and mentor within the PMO.

Essential Duties and Responsibilities

Duties are grouped by area of practice. The list is representative, not exhaustive.

Initiation, Planning and Estimation
  • Reviews project proposals or plans to determine time frame, funding limitations, technical scope, objectives and procedures for accomplishing the project; establishes a work plan and staffing for each phase.
  • Formulates and defines the technical scope and objectives of the project and confers with project staff to outline the work plan.
  • Builds integrated project management plans for large, complex projects, including the schedule, resource, cost, quality, communication, risk, procurement and transition plans.
  • Leads estimation workshops and validates estimates with technical leads and vendors; develops the project business case inputs with the sponsor and finance partners.

Complex Delivery and Integration
  • Manages multiple large, complex projects concurrently (typically 2 to 4) that span multiple departments, technology platforms, vendors and business lines.
  • Identifies and manages project dependencies and critical path items for complex project plans having multiple inter-dependencies and processes.
  • Manages and participates in integration efforts, including system integration testing, dress rehearsals, data conversion and migration activities, and production cutover.
  • Selects and tailors the delivery approach (predictive, agile or hybrid) and integrates agile team cadences with enterprise release and governance calendars.
  • Provides leadership for the project team throughout the project lifecycle, leading creative approaches to problem solving and quality deliverables that support business needs.

Budget and Financial Management
  • Plans and administers project budgets for personnel and project expenses, including capital and operating expense classification in partnership with finance.
  • Produces monthly forecasts, earned value or burn-rate analysis and variance explanations; proactively recommends corrective actions.
  • Approves project expenditures within delegated limits and manages contingency reserves with sponsor and PMO approval.
  • Sponsor Negotiation and Stakeholder Leadership
  • Negotiates with project sponsors (senior line-of-business management) to ensure desired timelines, scope and budget expectations are met.
  • Works closely with end users, business technologists and others to understand and prioritize business goals and information needs.
  • Leads steering committee and sponsor reviews for assigned projects; prepares executive-ready materials and decision requests.

Requirements, Design and Solution Oversight
  • Manages the process of developing system requirements and design specifications, and directs efforts to refine conceptual system design requirements into the technical design.
  • Coordinates with enterprise architecture, information security, data governance and risk partners so that solutions meet enterprise standards and regulatory requirements.

Quality Assurance and Testing Coordination with QE teams
  • Reviews status reports prepared by project personnel and modifies schedules or plans as required, including quality assurance test plans and testing.
  • Defines quality criteria and acceptance measures; ensures appropriate test strategy coverage (functional, integration, performance, security and UAT).

Risk, Issue and Change Management
  • Owns risk and issue management for complex projects, including quantitative and qualitative analysis, response strategies and contingency planning.
  • Accepts and assesses change requests and requirements documentation to ensure project progression; presents change impact analysis to sponsors and change control boards.
  • Partners with operational risk, compliance and audit teams to address control requirements and audit findings related to assigned projects. 
  • Serves as liaison to internal technology staff and vendors to ensure business requirements are fully understood.
  • Contributes to vendor statements of work and contract deliverables; manages vendor performance to contractual commitments.

PMO Reporting, Methodology and Mentoring
  • Manages the weekly and monthly reporting process and helps prepare information deliverables for the PMO regarding progress toward project milestones.
  • May perform other duties as assigned.

Experience required:
  • Bachelor's degree in Computer Science, Business Administration or a related field of study with an IT focus, or an equivalent combination of education and experience.

Experience
  • 7 to 10 years of directly related experience in Information Technology project management, or an equivalent combination of education and experience.
  • Demonstrated success delivering multiple large, complex, cross-functional IT projects with multiple vendors and interdependencies.
  • Prior experience in the financial services industry is preferred.
