Description:
Serves as the primary scheduling and project controls resource for assigned portfolios. Responsible for developing, maintaining, analyzing, and reporting integrated program schedules while providing independent assessment of contractor performance, production trends, resource utilization, and program risks. Coordinates all aspects of schedule development from annual planning through execution, and program closeout.
Level of Responsibility:
- Works independently with limited oversight.
- Provides leadership in schedule development, analysis, forecasting, and reporting.
- Serves as a subject matter expert for scheduling and resource planning while supporting Project Managers, Program Managers, Asset Management, Engineering, Resource Coordination, and contractor organizations.
Daily:
- Develop and maintain integrated schedules covering inspection, remediation, Engineering analysis, design engineering, construction, restoration, and closeout activities
- Analyze field progress and verify production against planned schedules.
- Monitor critical and near-critical activities, milestone performance, resource constraints, outage impacts, and budget-driven schedule risks.
- Provide schedule forecasting and recovery recommendations.
- Coordinate schedule interfaces among contractors, district operations, engineering, environmental, outage coordination, and resource planning groups.
- Lead schedule discussions during daily and weekly program reviews.
- Evaluate schedule realism and identify risks affecting program commitments.
- Review contractor schedules, production reports, and progress submissions.
- Perform detailed schedule analysis, including critical path, float consumption, productivity trends, cost performance index, schedule performance index, and milestone forecasting.
- Develop executive-level reporting and performance dashboards.
- Analyze annual portfolio workload and resource requirements.
- Support budget forecasting and production planning activities.
- Evaluate schedule impacts associated with scope changes, resource shortages, weather events, access restrictions, and outage constraints.
- Advanced knowledge of utility project scheduling, planning, and project controls.
- Advanced proficiency with Primavera P6, enterprise scheduling systems, or another scheduling program that can provide quality reporting and can be maintained efficiently
- Ability to develop and analyze integrated schedules, critical path logic, float consumption, and recovery plans.
- Strong understanding of contractor production management and performance measurement.
- Knowledge of resource planning, outage coordination, change management, and schedule risk analysis.
- Ability to lead meetings, facilitate discussions, and communicate effectively with leaders, contractors, and field personnel.
- Advanced analytical and reporting skills.
- Bachelor's degree in Business, Construction Management, Engineering, Project Management, or related field and 5 years of utility, construction, project controls, or scheduling experience; OR
- Associate degree and 7 years of related experience; OR
- High school diploma/GED and 10 years of utility, project controls, construction, scheduling, or program management experience.
- Preferred: Distribution Reliability Program, transmission/distribution construction, or large-scale utility capital project experience.
- Preferred: Primavera P6 scheduling and project controls experience.
- Primarily office-based with periodic field visits to validate work status and support project execution.
- May require travel throughout service territory.
- May require overtime, weekend work, or schedule flexibility during critical work periods.
- Must comply with all company and field safety requirements.
