Job Description

Capital Project Manager

Location: Sinclair Wyoming

Description:

Develop and execute capital projects that meet the needs of the refinery in a safe, on-budget, and on-time manner.

General Expectations
  • Assure that all assigned capital projects have integrated teams to fulfill project process requirements and achieve business objectives
  • Participate in capital project team meetings
  • Participate in other site teams as requested by site management
  • Complete other assignments as assigned by manager
Safety
  • Lead by example by prioritizing safety in execution and responding strongly to incidents or near misses
  • Deliver project performance aligned with refinery expectations regarding safety and environmental requirements
  • Follow corporate and site MOC requirements
  • Track personal CAPA assignments to completion
  • Participate in refinery safety audit program as outlined annually

Quality
  • Utilize the company Project Identification Planning and Execution (PIPE) process to properly develop and execute assigned capital projects
  • Implement EPs in all capital design and execution
  • Use the PIPE process to limit scope growth in assigned projects
  • Use the PIPE process to drive project cost and schedule
  • Complete project lookbacks on 100% of executed capital projects and share lessons learned
  • Complete project design with IFCs prior to field work
  • Use a Cost Tracker and review with Manager, Capital Projects throughout the project lifecycle
Production and Reliability
  • Participate in Turnaround Integration plans as set forth by management
  • Ensure project team integration at the site level
  • Conduct SECORMA reviews and implement refinery needs in all capital projects to meet expectations for:
    • Safe
    • Environmental compliance
    • Constructability
    • Operability
    • Reliability
    • Maintainability
  • Ad-hoc needs
  • Communicate project status with the site and incorporate refinery input into project design
  •  Participate in all site Turnaround requirements, including:
    • IFA/IFC deadlines and requirements
    • Constructability reviews with Turnaround, contractors, and operations as needed
    • Provide project support for capital projects executed during Turnaround
    • Participate in Turnaround planning including detailed schedule reviews Maintenance Productivity and Cost
    • Learn and update all project reporting requirements, including project updates and cost controls
    • Leverage current methods for engineering, estimating, design, and construction to deliver assigned projects on time and on budget
  • Meet refinery and capital projects expectations for cost, schedule, and quality
  • Develop budgets for assigned capital projects
  • Competitively bid all capital work; minimize use of bid waivers
People Development & Culture
  • Take ownership of assigned projects from FEL 2 through MOC closure, following all corporate and site requirements
  • Assess training needs and coordinate with manager to increase knowledge of capital project execution, estimating, and industry technologies; share learnings
Expected Results
  • Zero personal safety incidents
  • Zero scope deviations greater than 10% or $100k past Gate 3
  • No supplemental AFEs (all projects completed within +/- range set at Gate 3)
  • No overdue CAPA items
  • Complete projects within established timelines outlined at Gate 3
