Job Description

Project Manager

Location: Pasadena, TX

Description
  • Work As Project leader to organize and direct efforts toward meeting project goals.
  • Provide leadership including project scope development, scheduling, prioritization of tasks, cost estimating, and coordination with terminal operations, design engineering, project execution and EHS

Essential duties and responsibilities:
  • Oversee and manage internal and external engineering resources to produce timely project estimates.
  • Effectively plan, schedule, and manage multiple expansion and sustaining capital projects while ensuring commercial and operational requirements are meet.
  • Develop Project Design Basis for projects assigned, including project scopes, cost estimates, and execution plans for maintenance capital and expansion projects.
  • Provide technical support as needed to help develop hydraulic and surge analyses, pump and driver evaluations loadings, pipeline capacity studies.
  • Provide Project Design Basis to Commercial personnel, Operational personnel of different facilities and Engineering helping to resolve issues while building positive relationships.
  • Present and Work with inspection and EHS groups to ensure compliance with Corporate, Federal and State documentation requirements are meet for all projects.

Minimum requirements:
Education:
  • Bachelor of Science Degree in management Engineering (civil, mechanical, petroleum or chemical) or equivalent alternative experience.
  • Experience in project management Engineering techniques (civil) including project scoping and estimating utilizing work breakdown structures, cost and schedule control systems, design and construction management, team building, resource planning, procurement, and permitting is a plus.

Experience / specific knowledge, Certification, Licenses:
  • Minimum of 5 to 8 years experience in project management involving the design, construction, inspection and operation of facilities associated with hazardous liquid terminals, truckloading terminals, marine docks and related pump, storage, and metering systems.
  • Must have full compliment of project management skills including project scoping and schedule control, design and construction management, team building, resource estimating utilizing work breakdown structures, cost and procurement, inspection requirements and permitting.
  • A satisfactory driving record as determined by the Company and a current, valid State driver’s license are required.
  • Working knowledge of, NEC, ASME, API regulations and agencies such as DOT, OSHA, NF PA, and various state counterparts.
  • Familiarity with NACE, API 570, 510, 653 or AWS specifications, standards, and recommended practices.
  • Certifications in NACE, API 570, 510, 653 OR AWS would be considered a plus, although not required.

Competencies, skills, and abilities:
  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.
  • Well-balanced interpersonal skills and demonstrable verbal and written communication skills.
  • Must be accountable and take direction from supervisors, keep required work schedules, focus attention on details, and follow work rules.
  • Organizational skills, Multi-tasking and the ability to prioritize tasks are essential.
  • Must be a problem solver with the ability to find resolutions.
  • Must be self-motivated and capable of working effectively with minimal supervision.
  • Must be flexible and able to work effectively in a team environment.
  • Must consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.
Physical:
Must have the ability to perform sedentary to light work, exerting up to 20 pounds of force occasionally, or constantly lift, carry, push, pull or otherwise move objects. Reach overhead for items, stoop, bend and twist while working. Other physical activities include seeing, fingering, grasping, feeling, talking, hearing, and repetitive motions. Visual acuity is required to prepare and analyze data, operate computer and read.

Working conditions:
  • Must be willing and able to work in a corporate office environment.
  • Must be willing and able to work in the outside in the plant environment, in all types of climatic conditions and close to the water (approximately).
  • Occasional travel to other field or corporate locations may be required depending on nature of ongoing work activities (10% to 15%).
  • Must have a satisfactory driving record as determined by the Company and a current, valid State driver’s license are required.
  • Must be willing and able to carry a cell phone and respond as needed.
  • Subject to PHMSA compliant drug testing program.
  • Extended periods of sitting may be required for administrative activities. Essentially indoors, but must be able to work outdoors in support of project and maintenance activities as required.
  • Availability to travel within the US as required in performing job duties. 0% – 10% travel required.
  • Must be willing and able to carry a cell phone and to respond when contacted.
  • Supervisory responsibility:
  • Technical work direction and oversight of assigned staff for assigned projects.


Preferred education, experience, certifications, competencies, skills, and abilities:
  • Certifications in NACE, API 570, 510, 653 or AWS would be considered a plus, although not required.
  • Marine dock repair / construction, with an understanding the permitting process, rules and regulations.
