Description
We are seeking an experienced Project Control Lead (contractor) to provide financial and commercial project controls leadership for large scale midstream projects (pipelines, terminals, storage, and gas plants). These roles are financially focused and support projects typically ranging from $550M to over $1B across all phases of execution, including pre-construction, execution, and closeout, in both greenfield and brownfield environments.
The Project Control Lead is accountable for cost engineering, budgeting, forecasting, change management, and financial reporting. The role partners with Project Schedulers to ensure cost forecasts align with approved schedules and milestones.
Key Responsibilities:
- Serve as the primary owner of project financial controls for large capital projects.
- Lead cost engineering activities, including budgeting, forecasting, spend curves, cash flow projections, funding profiles, and variance analysis.
- Build and maintain project cost control systems, ensuring financial accuracy and transparency.
- Prepare, analyze, and present weekly and monthly financial reports to internal and external stakeholders.
- Manage and control project costs using Work Breakdown Structures (WBS) to identify trends and variances early.
- Oversee invoice review, cost validation, trending, benchmarking, and funding management.
- Lead Management of Change (MOC) processes to ensure scope changes are fully reflected in cost forecasts and budgets.
- Review, validate, and challenge contractor cost reports, estimates, and forecasts for accuracy and contract compliance.
- Establish contractor cost control standards, progress measurement rules, and reporting cadence.
- Partner with Project Schedulers to confirm schedule impacts to cost forecasts, without performing schedule development or maintenance.
- Advise Project Managers on financial risk, budget exposure, and commercial compliance.
- Support or lead audits of cost and commercial control systems.
- Maintain and update financial reporting in SAP.
- Mentor and support Project Controls Analysts.
Candidate Requirements:
Basic / Required:
- 15+ years of professional experience, with most recent focused on direct Project Controls experience, with a strong emphasis on financial and cost controls.
- 5+ years in oil & gas, refining, or chemical industries.
- 5+ years of EPC project controls experience supporting pipelines, terminals, storage, or gas plants.
- Proven experience supporting large capital projects ($550M–$1B+).
- Demonstrated expertise in cost engineering, budgeting, forecasting, change management, and commercial controls.
- Advanced SAP experience (financial and project reporting).
- EcoSys (user level), SharePoint, and MS Office proficiency.
- Ability to partner with schedulers while maintaining primary accountability for cost and financial performance.
- Legally authorized to work in the U.S.
- High School diploma or GED.
Preferred
- Bachelor’s degree or higher in Mechanical, Civil, or Electrical Engineering.
- 15+ years of project controls and contract compliance experience.
- 8+ years supporting EPC projects.
- Advanced SAP PS & PM and Business Warehouse experience.
- PMI certification (PMP, PgMP, PfMP) a plus.
- Strong leadership, communication, and mentoring skills.
