Technical Proposal Writer

Location: Jacksonville, FL, Oklahoma City, OK or Charlotte, NC

Description

Seeking a skilled Technical Proposal Writer (TPW) to work with our Federal pursuit teams to develop responsive, technically compliant, compelling, and persuasive content for responses to Government Requests for Proposal (RFPs) and Requests for Qualifications (RFQs). The TPW shall be a highly-skilled technical writer with excellent communication skills. The TPW will evaluate technical proposal requirements and develop responses that are clear, concise, compliant, and reflect the Values of the Company. The TPW will work collaboratively with the Pursuit Team (marketing, project directors, estimating, scheduling, and design) to develop win strategies and to write technical narratives that communicate that strategy in our response to the Government. Technical narratives shall be written in such a way as to be clearly understood by technical and non-technical evaluators. The TPW is responsible for the quality of the technical narratives by following Company procedures, standard proposal writing rules, and soliciting and incorporating feedback from the pursuit team.

Job Responsibilities:

  • Proposal Process

    • Participate in proposal kickoff meeting development, status meetings, and design/engineering solutions meetings.

    • Assist in preparation of proposal deliverables checklist and responsibility matrix

    • Assist with tracking of project team member action items identified in the responsibility matrix

    • Participate in the Pink, Red, and Gold team reviews. Evaluate feedback from each review and address comments provided by review teams

    • Work in a time-sensitive environment with the ability to meet all deadlines

  • Technical & Management Approach Writing

    • Evaluate Government RFP requirements and interpret the technical proposal requirements to ensure a compliant proposal

    • Work closely with Marketing and Project Director to identify an approach to project and win strategy. Collaborate with other professionals (design, Subject matter experts, schedulers, estimating, etc.) to capture information for developing responses and differentiators

    • Perform technical writing to address Government RFP requirements including outline development, content planning, strategy implementation, draft writing, and final editing. Narrative subjects include but are not limited to Executive Summaries, Management Structure and Approach, Organizational Charts, Schedule Narratives, Design/Build and Construction Approaches, Phasing and Logistics Plan Narratives, Technical Design solutions using drafts provided by Design Team, Safety, and Quality

    • Develop material that is original, persuasive, and compelling while using clear and precise terms

    • Follow Company processes and procedures. Participate in continuous improvement of processes and improvements Ensure Company values are reflected in technical narratives

  • Proposal Quality Control

    • Review of Pink, Red, and Gold entire proposal drafts; includes a review of strategy implementation, Government RFP deliverable back-check, amendment back-check, and compliance with General Requirements and Specifications of the RFP

    • Reviews proposal documents for content completeness, accuracy, organization, visual design, and clarity of message

    • Evaluate and integrate as necessary review comments from multiple sources

  • Lessons Learned/Debrief

    • Participate in debriefs provided by Government agencies. Share and implement lessons learned from feedback acquired during debrief sessions

Education/Experience:

  • Bachelor’s Degree from an Accredited University in Communications, English, Technical Writing, or related program

  • 5+ years (10+ desired) of technical writing experience for design-build, design-bid-build, and IDIQ MACC/MATOC construction proposals

  • 5+ years of experience with NAVFAC, USACE or other DoD agencies is a plus

Specific Knowledge, Skills, License, Certifications:

  • Knowledge and understanding of the design-build process

  • Knowledge and understanding of basic construction sequencing for new construction and renovation

  • Ability to read and understand CPM schedules; write schedule narratives based on provided schedules

  • Knowledge and understanding of NAVFAC and USACE project specifications

  • Ability to read site plans, floor plans, and elevations. A basic understanding of structural, electrical, and mechanical systems and drawings

  • Demonstrate through examples of professional writing experience
