Description:
We are seeking a seasoned Project Engineer to support the development and execution of small- to mid-sized capital projects within a refinery environment. The successful candidate will have extensive experience leading multidisciplinary projects through all phases of the project lifecycle, from concept development and front-end planning through detailed design, construction, commissioning, and startup.
This role requires strong technical knowledge of refinery operations, excellent stakeholder management skills, and the ability to independently drive projects while ensuring safety, reliability, schedule, and budget objectives are achieved.
Key Responsibilities
- Manage and execute refinery capital and expense projects ranging from small improvements to multi-million-dollar facility upgrades.
- Lead project development through the company’s Stage Gate process.
- Develop project scopes, schedules, budgets, and execution plans.
- Prepare project documentation including Project Scoping Briefs (PSBs), Authorization for Expenditure (AFEs), Project Status Reports (PSRs), Project Definition Briefs (PDBs), and other project deliverables.
- Lead meetings with operations, maintenance, engineering, reliability, environmental, and management stakeholders.
- Conduct field walks to develop project scope, identify constructability concerns, and validate design requirements.
- Coordinate multidisciplinary engineering activities involving mechanical, piping, civil/structural, electrical, instrumentation, and process engineering disciplines.
- Review and interpret Piping & Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFDs), electrical and instrumentation drawings, and other engineering documents.
- Ensure projects comply with refinery safety standards, environmental regulations, and applicable industry codes.
- Participate in and support Management of Change (MOC), Process Hazard Analysis (PHA), HAZOP, and Pre-Startup Safety Review (PSSR) processes.
- Manage engineering consultants, contractors, vendors, and construction personnel during project execution.
- Monitor project costs, schedules, risks, and overall performance.
- Coordinate project commissioning, startup, and closeout activities.
- Provide routine project updates and presentations to refinery leadership and stakeholders.
- Bachelor’s degree in Engineering from an accredited institution.
- Minimum 10 years of project engineering experience supporting refinery, petrochemical, or heavy industrial facilities.
- Proven experience executing small- to mid-capital projects across multiple engineering disciplines.
- Strong understanding of refinery processes and operations.
- Demonstrated experience leading projects through a formal Stage Gate process.
- Experience preparing project authorization and funding documentation, including PSBs, AFEs, PSRs, and PDBs.
- Thorough understanding of Management of Change (MOC) processes and refinery project governance.
- Ability to lead cross-functional meetings and effectively communicate with stakeholders at all organizational levels.
- Strong field experience performing site walks and coordinating project execution activities.
